Joseph K. Keter “ndc” (K)

Joseph K. Keter ‘ndc’(K) assumed the office as the Acting Chief Executive Officer at the Water Services Regulatory Board (WASREB) on 13th January, 2022. Mr. Keter is a holder of Master of Business Administration (Project Management) from Kenyatta University and a Bachelor of Arts in International Relations from United States International University of Africa.
Prior to joining WASREB, he served as Secretary Administration in the Ministry of Water, Sanitation and Irrigation between 2017 and 2021. During the period, he coordinated the rolling out of three successive Rapid Results Initiatives (RRI) waves which led to completion of over 120 water, irrigation and sanitation projects. He also participated in the preparations of the successful Kenya Sanitation Conference held in October, 2019 at Kenyatta International Conference Centre.
While at the Ministry, Mr. Keter was Alternate Director to Principal Secretary at Athi Water Works Development Agency. The Agency is credited for implementing mega dams and water infrastructural developments like Northern Collector Tunnel, Karimenu Dam, Athi River Restoration Programme, completion of 193 boreholes in slum dwellings in Nairobi and 38 boreholes in Nakuru City. He had earlier served as an Alternate Director at the then Tanathi Water Services Board. He also chaired key committees including the Mwache Dam Project Affected Persons Resettlement Committee, the Interagency Technical Committee on River Protection and Pollution Control among others.
He has over 30 years field administration experience having worked in the Ministry of Interior and Coordination of National Government where he rose from the rank of District Officer to County Commissioner in over 10 Counties across Kenya.
He brings to WASREB extensive experience in Transformative Leadership, Administration of Justice, Conflict Prevention and Transformation, Business Process Re-engineering, Results Based Management and Project Management.
