Arising from the licensing of the Water Service Providers (WSPs), WASREB is required to issue guidelines/Standards for the preparation of Human Resource Policy Manuals in line with the Sector Benchmarks on personnel expenditure, existing public service guidelines and other relevant regulations.
Most WSPs are using a Human Resource Policy guideline issued in June 2010 that requires revision. In view of this, WASREB revised the Model HR Policy guidelines for WSPs in May 2019.
The purpose of this is to invite your comments/inputs on the revised edition by 20th August 2019 for consideration.

It is expected that after the stakeholder participation, a validation workshop will be conducted involving the MD, HR, Finance and Union representatives to understand and ensure compliance. Consequently, dissemination workshops for the WSPs will be conducted for implementation and monitoring for compliance will be done through audits/inspections.
