The Water Services Regulatory Board (WASREB) regulates the water services sector as established under the Water Act 2016. In particular, WASREB ensures the provision of efficient, affordable, quality and sustainable water services. Consumer protection is an integral part of this service provision which however must be balanced with the need for viability and sustainability over the long term within the human rights framework as articulated in the Constitution of Kenya 2010 (CoK 2010).

There are two categories:
Category 1-8: For Youth Women and Persons living with Disabilities (deemed qualified on presentation of the current YAGPO certificate from the national treasury).
Category 9-19: Catergorized as ‘OPEN’ for all suppliers who meet the evaluation criteria as indicated in the prequalification documents.
