These model Water Service Regulations are developed as a guideline by Wasreb under Section 72 of the Water Act 2016. The regulator sets, monitors and reviews rules and regulations to ensure water services provision is affordable, efficient, effective, and equitable.
Water Works Development Agencies (WWDAs) are expected to adopt them and the principles therein as the regulations for their service area. Wasreb has endeavored to make them inclusive of most issues facing water services, however where peculiar circumstances pertaining to Water Works Development Agencies are not adequately addressed the Water Works Development Agency shall be expected to adapt those conditions and incorporate them into these regulations before forwarding them to Wasreb for approval.
The regulations from the Water Works Development Agencies shall be amended from time with the approval of Wasreb as circumstances change. For the regulations to be effective they must be published in the National Gazette by each WWDA and shall operate as regulations in each of the service areas.
