Wasreb Launches Water Governance Training Handbook

The Chief Administrative Secretary Water, Sanitation and Irrigation Dr. Andrew Tuimur, CBS today officially launched the Water Governance Training Handbook in  Nairobi. The water governance training handbook is meant to guide County Assemblies, County Executive Committee Members, Water Service Providers and other stakeholders in the Water Services Sector in Kenya.

Addressing the stakeholders after the launch, CAS Tuimur applauded WASREB for having developed the document within a record time of one year. The document was a collaborative effort by WASREB, Kenya Markets Trust and the consultant. The CAS directed the utilities to perform at higher levels and strengthen corporate governance in the water sector. He urged the water utilities to embrace a collaborative arrangement as stipulated in the Water Act 2016 in order to foster good governance in the sector. The CAS further thanked WASREB for coming up with a good document for the country to adopt in matters concerning the sector. “Elect the right personnel to the right position for better quality service delivery to the public”, revealed CAS Tuimur.” In this regard, WASREB has a task to make sure the water sector is streamlined through the Water Governance Training Handbook”, added CAS Tuimur.

The training will be undertaken at the Kenya Water Institute (KEWI) and Strathmore University. The purpose of the Water Governance Training Handbook was based on Boards of the institutions being reviewed and re-constituted every three years, continuous injection of new management manpower into the institutions either from the public or private sector and the changing legal landscape in the country arising from the promulgation of the constitution 2010, the Employment Act and other legal instruments including the Water Act 2016.

The Water Governance Training Handbook has 17 Modules that is uploaded and hosted in cloud. These Modules are: Water Services Sector Reforms in Kenya-Legal and Institutional Framework, Corporate Governance and Ethics, Governance Issues in the water Services Sector in Kenya, Role and Responsibilities of Directors (Financial Stewardship and Accountability), Effective Board: Skills, Composition and Structure, Information for Effective Board Participation and Direction, Leadership and Change Management, Planning and Conducting Productive Board Meetings, Enhancing Relationship Between Stakeholders, Governance of Risk, The Control Environment, Board Evaluation, The Governance of Strategy, Governance and Legal Compliance-Guidelines and Enforcements, Achieving Results through Time Management, Corporate Social Responsibility and Work and Mandate of WASREB.

The CAS was flanked by the Water Secretary Eng. SAO Alima, Ag CEO WASREB Joseph Keter,”ndc”(K), Representative from Council of Governors, Eng. Festus Ng’eno Chair , Water CECs Caucus among other distinguished participants.
