Wasreb’s statutory mandate is provided for under Section 72 of the Water Act 2016. The regulator sets, monitors and reviews rules and regulations to ensure water services provision is affordable, efficient, effective, and equitable. Ensuring compliance with the Water Act 2016 and enforcing the law is one of Wasreb’s key objectives in the Strategic Plan.

As best practice internationally a regulatory body should:

• Publish a compliance and enforcement strategy
• Measure outcomes not just outputs
• Justify its choice of enforcement actions to stakeholders, Minister and the public.

Powers to ensure compliance and to enforce the law are drawn from the Water Act 2016.
