Mr. Leparan is a corporate performance and human resource leader with 25 years of professional experience, including over a decade in senior management within Kenya’s public sector. He has held leadership positions at Kenya Railways Corporation, the National Transport and Safety Authority (NTSA), and the Geothermal Development Company (GDC). He has extensive expertise in strategic leadership, performance management, human resource management, governance, institutional transformation, and stakeholder engagement, with a strong focus on aligning people, policy, and performance to achieve sustainable organizational results.
Mr. Leparan is a PhD candidate in leadership and governance at JKUAT and holds an MBA in strategic management from the University of Nairobi and a bachelor of commerce in business administration from CUEA. He is a Certified Human Resource Professional, Licensed HR Practitioner and Member of IHRM-K, Certified Pensions Trustee, and Certified QMS Auditor.

Richard Cheruiyot holds a Bachelor of Science degree in Analytical Chemistry from the University of Nairobi. He is also a holder of two Masters degrees in Environmental Chemistry and Business Administration both from the University of Nairobi.
Mr. Cheruiyot has over 23 years’ experience in management of water services both at policy levels, regulation and operations with a bias in regulation, with a specific focus on the development and monitoring of compliance to the regulatory framework. Prior to joining WASREB, he worked with the National Water Conservation and Pipeline Corporation as the Deputy Regional Manager in charge of Technical Services in the Western Region.

Eng. James Kigutu is the Director Licensing, Standards, and Tariffs. He holds a BSc. Civil Engineering from the University of Nairobi; MSc. Water Resources Engineering and Management from University of Stuttgart, Germany; and Master of Business Administration (MBA) from United States International University-Africa.
He is a Professional Engineer with Engineers Board of Kenya (EBK) and Corporate Member of the Institution of Engineers of Kenya (IEK).
