Drinking water and, by extension, sewerage services are essential in ensuring the health and well-being of populations and as such fulfil an important role in the development process. They are, as would be expected, subject to disasters, both natural and man-made.

It should, however, be remembered that drinking water utilities are held responsible for providing a safe and reliable supply of potable water to their customers with or without a disaster.
